Charles is trying his best to be a great husband. Emma doesn't really make it clear what she expects out of him, so, typical guy, he doesn't think anything is wrong in his marriage. To Emma, Charles is a disappiontment. She was expecting her knight in shining armor, but what she got was someone less satisfing. Emma's coldness to him signals to him that she isn't happy. As a good husband, he tried to rectify the situation by getting a new start in a new town, but that just creates a new set of problems for him. Charles is somewhat responsible for thier life deteriorating bacause he should have snapped Emma out of her fantasy life and into reality. And of course I don't mean physicaly. He should have payed more attention to her and increased the communication between the two of them. This would have helped some but Emma, of course, would have to play her part as well.
